Added animation settings

PackCompiler should now be much more stable and cuts down on file writes. Instead of rewriting the file for each modification, the entire process now requires just 2 file writes per shader: 1 to extract and 1 to save the compiled shader. Also, the need to expose a setting for the location to the qsb binary is no longer needed as it uses QShaderBaker directly.

It should also be a bit faster now. Instead of compiling a generic set of versions, it only compiles the safe default or system reported supported versions for both SPIR-V and GLSL, when they are present. Only caveat would be if a user were to downgrade their GPU. They would potentially need to rebuild the packs they have installed.
